DESCRIPTION:\nUnderstanding Act 124: Updates to Pennsylvania's Tax Appeals Process and Legislative Developments\n \n \n \nIn this session, Peter Calcara, Vice President, Government Relations at PICPA, will discuss the recent changes to the tax appeals process (Act 124 of 2024) and other legislative activity in the state General Assembly. \n \n \n \nPeter N. Calcara, CAE\n Vice President, Government Relations | PICPA\n Peter has been a leading advocate in Pennsylvania’s legislative and regulatory landscape for over\n three decades. Since joining the Pennsylvania Institute of Certified Public Accountants (PICPA) in\n late 1999, he has been at the forefront of the organization’s government relations efforts, shaping\n policy and advancing the interests of the accounting profession.\n \nAs PICPA’s chief lobbyist, Peter crafts and executes impactful legislative strategies, actively\n engages with policymakers, and leads the organization’s political advocacy efforts. His strategic\n leadership has been pivotal in achieving significant legislative victories that advance the\n profession’s interests.\n \nPrior to his tenure at PICPA, Peter was vice president of government and industry affairs for the\n Professional Insurance Agents Association of Pennsylvania, Maryland, and Delaware, where he led\n advocacy efforts on behalf of the insurance industry. His career in public policy began in the\n Pennsylvania Senate, where he served as a legislative assistant from 1986 to 1991, gaining\n firsthand experience in the legislative process.\n \nIn recognition of his expertise in association management and advocacy, Peter earned the Certified\n Association Executive (CAE) designation from the American Society of Association Executives (ASAE)\n in 2011. This credential reflects his commitment to excellence in association leadership and public\n policy engagement.\n \nPeter is a 1986 graduate of York College of Pennsylvania. He is a past president of the\n Pennsylvania Association for Government Relations (PAGR) and is a member of the ASAE and PaSAE.\n Peter lives in Mechanicsburg, Pa., with his wife, Nancy. They have three\n daughters.\n
